In 1946, IU President Herman B Wells was seconded to General Clay’s staff for reconstruction of the German educational system. Wells worked with the original group of German students in Berlin who helped to found the Freie Universität Berlin (FUB) as a counterpoint to Humboldt University in the Russian controlled section of Berlin. The first informal exchanges of scholars began in the early 1950’s, and the first agreement for exchange was signed in 1962. This has been followed by a series of exchange and partnership agreements over the years. IU and FUB continue to administer a very popular graduate student exchange program. Current president Michael McRobbie signed a renewed partnership agreement in Berlin on November 5, 2015, part of a trip to inaugurate IU's Europe Gateway Office.

The School of Public and Environmental Affairs (SPEA) at Indiana University renewed its agreement for academic cooperation with the German University of Administrative Sciences Speyer (DHV) and the German Research Institute for Public Administration (GRIP) in December 2015. The initial agreement was spawned out of SPEA Dean Emeritus Charles Bonser’s long-term relationship with Speyer as a whole. Since then, both institutions have amicably promoted and support the relationship agreement and its ongoing success. The organizations have maintained multiple lines of communications through the international offices of Speyer and SPEA, through the summer abroad program directors from each institution, and through the faculty that have participated in exchange programming at the research level. Activities over the years have included faculty exchanges, a summer program for students, a research conference in 2012 and subsequent edited volume of presented works, the Transatlantic Policy Consortium Conference in 2012, and a book on the evolution of policy in the EU co-authored by current SPEA Dean John Graham and Speyer Chair and Prof. Michael Bauer.

    Agreement Description
Indiana University and Moi University have had an active partnership for more than 20 years. The partnership continues to advance IU’s international development objectives. Beyond the collaboration of the IU and Moi Schools of Medicine on the AMPATH program, many schools and departments on the Indianapolis and Bloomington campuses are now engaged in collaborative teaching and research with parallel academic units at Moi. This primary partnership agreement was signed during IU President Michael McRobbie's visit to Kenya in September 2013.

The connections with Moi University go back to 1989 when the IU School of Medicine partnered with the Moi University School of Medicine to help build Kenya’s second medical school, with a focus on delivering health services, conducting health research, and developing leaders in health care for both the U.S. and Africa. The partnership continues to be active, with a multitude of research projects. In 2001, IU and Moi jointly created AMPATH, one of Africa's largest, most comprehensive and effective HIV/AIDS control systems. Many other North American academic health centers have joined the effort as part of a consortium. Over 2,000 Kenyans are employed in programs related to AMPATH.

In 2006, IUPUI signed a ten-year agreement of strategic partnership with Moi University, signaling the growing interest of other academic units on the Indianapolis campus to collaborate with their Moi colleagues. Activities have included a social science research network was established in 2008, with research focused on the elderly and traditional knowledge transmission, and research on traditional agriculture. IUPUI’s Office of International Affairs has hosted three conferences on Peace and Reconciliation in collaboration with colleagues at Moi since 2009.

Over the years, the IU School of Social Work, School of Nursing, and Lilly Family School of Philanthropy have entered into sub-agreements with their counterparts at Moi. On the Bloomington campus, the Media School and Moi’s Department of Communication Studies have maintained a relationship supporting the teaching of Reporting on HIV/AIDS in Africa, a summer course offered by the IU Journalism and taught partially in Eldoret with the collaboration of the Department of Communication Studies. The program has worked closely with IU-Kenya Partnership’s AMPATH project leaders.

    Agreement Description
This is a renewal of IU’s primary agreement with Seoul National University, originally signed in November 2008. The School of Public and Environmental Affairs (SPEA), School of Informatics and Computing, and the School of Public Health on the IU-Bloomington campus have had varying levels of activity with their counterparts at SNU.

The IU School of Public and Environmental Affairs signed a cooperation agreement with SNU’s Graduate School of Public Administration in 2002. In April 2013, SPEA was granted approval to establish a graduate dual degree Master of Public Affairs/Master of Public Administration program with SNU.

The IU School of Informatics and Computing and SNU’s Research Center for Bioinformatics and Computational Biology began formal cooperation in 2004. Activity since 2006 has primarily focused on joint research projects involving both faculty and graduate students.

IU President Michael McRobbie met with SNU President Lee in Spring 2008 and began initial discussions regarding a formal affiliation. In Summer 2008, IU moved forward with a primary university-level agreement with SNU.

In August 2009, the IU School of Public Health formalized cooperation with SNU’s Graduate School of Public Health. A delegation of IU faculty held collaborative research meetings with colleagues at SNU in December 2009, and SNU faculty visited IU in February 2010 and July 2010 to progress collaborative research initiatives. A faculty member in the Department of Applied Health Science Department worked with SNU colleagues from May 2010 to May 2013 to conduct a study on metabolic syndrome, funded by a grant from the Korean National Research Fund.

IU-Bloomington Provost Lauren Robel visited SNU in December 2013 and reaffirmed the partnership.

USAID and HED awarded Indiana University $7.2 million to establish a Center for Excellence in Health and Life Sciences (CEHLS) at the University of Liberia (UL) and its sister public institution, the Tubman National Institute of Medical Arts. The initial IU-UL agreement signed in 2010 recognized the partnership of IU and UL on this endeavor. The purpose in creating CEHLS is to build the capacity of UL academic and research programs to address a national shortage of health care workers. This will be accomplished through curriculum and faculty development of new programs in bio-technology, public health, nurse-midwifery, and enhanced pre-clinical science training in medicine and pharmacy. The University of Massachusetts Medical School is a major partner in the project, focusing on the pre-clinical science component of the curriculum at UL’s Digliotti School of Medicine and in Nursing Leadership Training.

Over the prior five year agreement period, HUS faculty members made exchange visits to IUB, and they have invited a number of SPEA faculty to Hanoi to teach intensive courses spread over a two-week period. These visits by SPEA instructors to Hanoi began in 2012 and have involved five to ten faculty. Furthermore, in addition to IU’s pedagogical involvement in the HUS-BSES degree program, some professors have developed research relationships with visiting HUS faculty. During his visit in 2013, Minh Nguyen, for example, did research in Dr. Picardal’s laboratory that has resulted in a joint research publication in the peer-reviewed journal, Chemosphere. IUB has continued to collaborate on grant proposals to continue this research and Minh Nguyen has applied for a Fulbright award to make an extended visit to IUB. Additionally, the SPEA Overseas Education Office offers a three-week summer course in Hanoi for IU students. SPEA Professor Vicky Meretsky plans to take a class of approximately 16 IU undergraduates to Hanoi in Summer 2015 where they will join up with HUS students and two HUS faculty for a three-week, three-credit course.
